A Chinese investor delegation, led by Meng Mi, has proposed a KSh 55.6 billion agricultural investment plan to boost Kenya’s food security and agro-industrial sector. The group, introduced by Senator Allan Chesang, met with Agriculture Principal Secretary Dr. Kipronoh Ronoh at Kilimo House in Nairobi to discuss the initiative, which includes bio-fertilizers, drought-resistant rice, and innovative processing technologies.
The plan focuses on deploying potato-to-rice processing technology, water-from-air systems, and cultivating Juncao Grass on 100,000 hectares. Additionally, the investors aim to plant dragon bamboo on 130,000 hectares to provide sustainable raw materials for biodegradable products, aligning with Kenya’s plastic ban. The initiative is expected to create jobs and enhance agro-industrial growth.
Dr. Ronoh expressed optimism about the proposal, noting its alignment with Kenya’s agricultural transformation goals. “This partnership has the potential to revolutionize our farming systems and ensure sustainable food production,” he said. The Ministry has committed to providing land and expediting approvals for pilot projects to test the technologies.
The delegation’s visit builds on agreements signed during President William Ruto’s April 2025 trip to Beijing, where Kenya and China deepened agricultural cooperation. Those deals emphasized technology transfers and investments to address climate challenges and food insecurity.
Meng Mi highlighted the project’s focus on sustainability. “Our technologies, like drought-resistant rice and Juncao Grass, are proven solutions for arid regions. We aim to support Kenya’s vision for a food-secure future,” he said. The investors also emphasized job creation, with thousands of opportunities expected in farming, processing, and distribution.
Senator Chesang, who facilitated the talks, underscored the economic benefits. “This investment will transform rural economies, especially in arid and semi-arid areas, by creating jobs and boosting local industries,” he said. The senator noted that counties like Trans Nzoia and Uasin Gishu could benefit significantly from the proposed projects.

The plan includes water-from-air systems to address irrigation challenges in dry regions. These systems extract moisture from the atmosphere, offering a novel solution for water-scarce areas. Juncao Grass, used for fodder and soil enrichment, is expected to improve livestock farming and reduce land degradation.
The dragon bamboo initiative supports Kenya’s 2019 ban on single-use plastics by providing raw materials for biodegradable alternatives. The bamboo, which grows rapidly, could also generate income for farmers through sustainable harvesting.
The Ministry of Agriculture will conduct feasibility studies before rolling out pilot projects. Dr. Ronoh said the government is keen to ensure the technologies are adaptable to local conditions. “We will work closely with the investors to verify the viability of these innovations,” he added.
Local farmers’ groups have welcomed the proposal but urged transparency. “We need clear timelines and assurances that smallholder farmers will benefit directly,” said Jane Wambui, chair of a farmers’ cooperative in Nakuru. The Ministry has promised stakeholder engagement to address such concerns.
The proposed investment comes as Kenya seeks to modernize agriculture amid climate change and population growth. The country has faced recurrent droughts, impacting food production. Technologies like drought-resistant rice could stabilize yields in affected regions.
China has been a key partner in Kenya’s agricultural development, with previous projects focusing on irrigation and seed technology. The new plan is expected to strengthen these ties, potentially attracting more foreign investment.
The Ministry will provide updates on the pilot projects’ progress by the end of 2025. If successful, the initiative could mark a significant step toward Kenya’s goal of achieving food security and sustainable industrial growth.
