The County Government of Bungoma has launched a Sh29.2 million E-Voucher livestock vaccination and identification programme targeting more than 266,000 cattle across the county.

Speaking at Wabukhonyi in Ndivisi Ward during the official launch, Governor Kenneth Lusaka said the initiative will ensure local herds are vaccinated against Foot and Mouth Disease (FMD) through a subsidized, technology-driven system.

“The E-Voucher system will make the vaccination process more efficient and transparent. Every cow in the region will be registered, identified, and monitored through modern technology to enhance traceability and animal health,” Lusaka said.

To ensure smooth implementation, the county has engaged 58 private animal health practitioners who will work with government veterinarians in a door-to-door campaign—replacing the traditional mass vaccination model.

Under the new subsidy structure, farmers will contribute Sh50 per cow while the county government covers an additional Sh110. During the campaign, cattle will also be tagged and registered through the Mifugo 360 Super App, which digitally links each animal to its owner.

Governor Lusaka noted that this digital system will help reduce livestock theft, improve disease monitoring, and open structured markets for farmers.

“This programme lays the foundation for sustainable livestock farming and better incomes for our people,” he said.

The governor urged farmers to participate fully in the vaccination and registration process, warning that unregistered animals could be left vulnerable to disease and market exclusion.

He also announced broader agricultural reforms in the pipeline, including the formation of Ward-based Saccos to enhance farmers’ access to credit and strengthen Farmer Producer Organizations (FPOs).

“The move marks a major milestone in our efforts to modernize agriculture and secure livelihoods in a county where livestock rearing remains a backbone of the rural economy,” Lusaka said.
